Lebanon, Cyprus, UAE and Greece: how to read the property signals

A strong sales month and a rising price index tell different stories. Here is how to use the figures without confusing activity with value.
Comparing a home in Lebanon with an apartment in Cyprus, Dubai or Greece starts with a deceptively simple question: what does the headline number actually measure? Sales activity, an asking price and a price index can each be useful, but they cannot be substituted for one another.
This review brings four recent readings together without turning them into a league table. Their reporting periods differ, and none is a valuation of the particular property you may be considering.
Lebanon: a stronger month inside a quieter year
Credit Libanais reports 6,589 property sales in September 2026, up 28.07% from August. Yet January–September sales totalled 41,138, down 20.40% year on year. The bank published the figures on 13 October.

Cyprus: check what the index covers
The Central Bank of Cyprus reports residential price growth of 8.5% year on year in Q2 2026. Its valuation-based index covers areas controlled by the Republic of Cyprus. This is a quarterly market indicator, not a current listing price.

UAE watch: this reading is specific to Dubai
Dubai Week’s aggregation of land-department records counts 2,472 sales worth AED 7.05 billion for 17–23 October 2026. These are the publisher’s calculations, not totals independently reproduced here. They describe Dubai, not the whole UAE.

Greece: apartment prices still increased
The Bank of Greece estimates that apartment prices rose 5.5% year on year in Q2 2026. Its 15 September release labels the figures provisional and nominal, meaning the headline is not adjusted for inflation.

What to ask before comparing two properties
Our reading: these releases are starting points for better questions. A busier market does not establish that an individual apartment is correctly priced. An index can describe a broad direction while leaving a specific building’s condition, maintenance needs and saleability unresolved.
Build a comparison around the same property type, location, size definition and evidence period. Ask whether a quoted amount is an owner’s request, a valuation or a registered sale. Record the answer beside the number so the distinction survives every spreadsheet and conversation.
- Request the source and date for comparable properties, and identify whether they actually sold.
- List the purchase price separately from estimated acquisition costs, repairs and recurring ownership expenses.
- For a rental plan, distinguish advertised rent from documented rent and make vacancy and maintenance assumptions explicit.
- Ask what evidence would change your decision, rather than treating a country-wide headline as a reason to rush.
Use the data to sharpen the shortlist
The most useful next step is a property-specific comparison. Keep each market’s evidence separate, document the assumptions, and test the shortlist against your intended use and budget. A clear answer to those questions is more valuable than a confident ranking built from incompatible statistics.
