Beirut’s heritage homes: ask what you can change before you buy

An attractive old house can inspire a renovation plan long before its paperwork has been reviewed. Start with the changes your project depends on.
The arches, garden and high ceilings may be what you fall in love with. Before buying an older Beirut home, write down what you would need to change to live there. That list should guide your document review as closely as your renovation budget.
The news that raises the question
L’Orient-Le Jour’s 28 October report says Culture Ministry adviser Jad Tabet confirmed Villa Mexico’s inclusion on the national protected-properties list. We have not examined the administrative decision.

Match the paperwork to the exact property
Ask the seller for the documents identifying the parcel and any decisions or approvals affecting the building and land. Have an independent local lawyer establish what applies to the property you are considering. A description such as “traditional” or “heritage” is a starting point for questions, not a substitute for the file.
Keep unanswered questions visible. If the seller says a change is possible, request the document supporting that statement and ask your adviser to explain its scope. Avoid treating a neighboring renovation as evidence for your own project.
Turn your design ideas into specific questions
A general question about renovation is less useful than a marked-up list of intended work. Take it to an architect or engineer familiar with older buildings.
- Which windows, roof elements or internal walls would you want to alter?
- Would you need to change access, use outdoor space differently or add equipment?
- Which proposals need further technical investigation or confirmation of the applicable approvals?
- What can be repaired while preserving the features you value?
Separate condition from permission
Ask for a condition assessment and an itemized scope of necessary repairs. Keep that estimate separate from the cost of adapting the home to your preferences. A technically workable design should still be checked against the documents governing the property.
Before making your decision, identify the changes essential to your purchase. If one remains uncertain, discuss with your lawyer how that uncertainty should be handled before you commit. The useful question is not simply whether the house has character, but whether the documented project fits the life you want there.
