Buying in Cyprus? Read the energy certificate beyond the letter

AI-generated illustration. AI-generated illustration of an imaginary Cypriot apartment; no energy rating is assigned to the pictured home.
A rating on an advert is only the beginning. The useful questions concern the exact home, the assumptions behind the assessment and the work still to be done.
When a Cyprus listing shows an energy rating, ask for the full certificate before drawing conclusions about comfort or bills. Read it alongside the property details and your intended use of the home. A good comparison begins with knowing what was assessed.
Start with the document and its issuer
The Republic of Cyprus government’s registration page says certificate issuers must be registered qualified experts with the Energy Service. The page was last updated on 8 December 2020; confirm current registration details with the service when checking an issuer.

Use the certificate as a set of questions
The European Commission describes energy performance certificates as information about typical energy use, estimated costs and recommended improvements.

Match the assessment to the home
Request the complete document and check the address, the unit or building it covers, its date and the named expert. Ask whether changes to windows, cooling equipment or other features have occurred since the assessment. If something differs, have the expert explain how that affects the document’s relevance.
During the viewing, photograph the features you want clarified, with the owner’s permission. A certificate is not a replacement for examining the condition of the equipment or commissioning the other surveys your purchase requires.
Keep estimated performance and actual bills separate
Ask for available bills covering comparable seasons, and record how the property was occupied. A rarely used holiday apartment is not a straightforward comparison with a home occupied throughout the year.
Discuss cooling hours, preferred indoor temperature and the tariffs applicable to your own use. Do not turn a certificate letter into a promised monthly saving. If bills or assumptions are missing, mark the running-cost estimate as incomplete rather than filling the gap with an optimistic number.
Read recommendations as work to investigate
A recommended improvement should not be counted as completed work. Ask for invoices and inspect what has actually been installed. Then discuss with an appropriate expert which remaining measures are practical within the apartment and which involve the shared building.
Keep separate notes for the existing condition, proposed work and quoted costs. This gives you a clearer conversation with the seller and helps you avoid paying for an efficiency improvement that exists only in a recommendation.
