Greece’s private building permits fell in July: what the new figures mean for buyers

AI-generated illustration. AI-generated illustration of an imaginary construction site in Greece; it does not document a project counted by ELSTAT.
The latest release describes July, not today’s construction sites. It is useful context for buyers when the date and measurement stay attached to the number.
A construction headline is most useful when you know what was counted and when. For a buyer considering a new home in Greece, the latest permit release is a reason to ask better questions about the project file, rather than infer a delivery date from a national total.
One month and twelve months tell different stories
ELSTAT’s 27 October release counts 2,846 private building permits in July 2026, down 8.7% from July 2025. Across August 2025–July 2026, the private permit count was up 8.1% against the preceding twelve months.

Keep the dates attached
Those comparisons use different windows. A weaker month can sit inside a stronger twelve-month total without contradiction. Neither comparison alone tells you what happened on an individual site in October.
The measurement also matters: an issued building permit is not a completed home, a sale or a price observation. Treat the release as context for building activity, not as a count of apartments ready for you to move into.
Bring the discussion back to your project
If a seller presents the national figures as a reason to buy quickly, ask for the evidence relevant to the home itself. A useful project file connects the advertised unit to the documents and the work visible on site.
- Ask which approvals and plans relate to the exact unit, and have your qualified adviser check them.
- Request a dated progress update and clarify which stages are complete and which remain.
- Arrange an appropriate independent technical inspection instead of relying solely on marketing images.
- Put the proposed handover date, specification and unresolved conditions into the discussion with your adviser.
- Keep a separate estimate for accommodation or other costs if your own move has to wait.
Use the release to frame questions, not a forecast
For a completed apartment, the practical priority is its actual condition and documentation. For a home under construction, progress and the arrangements governing delivery need close attention. The same national permit number cannot settle either assessment.
Keep the official release in your research file with its data period. Then record the property-specific evidence separately. This lets you follow the wider market while making a decision based on the home you could actually acquire.
