Marwan Abboud orders Beirut businesses to clear unauthorized pavement uses

AI-generated illustration. Editorial scene of a shop threshold in Beirut.
Beirut plans frontage inspections from 16 November. A café tenant can check which tables fall inside the premises before counting them in a rent budget.
The most valuable tables in a café can also be the easiest to miscount. Before using the seats outside a Beirut storefront to justify its rent, ask where the premises end and what permission covers the space beyond.
What Abboud ordered
On 2 November, Beirut Governor Marwan Abboud issued notice 11866/2026 calling for unauthorized occupation of municipal public space and required setbacks to cease. The municipal statement reproduced by MTV identifies outdoor furniture, merchandise and barriers used to reserve parking among the items concerned. It announces field checks from 16 November. An existing authorization must be observed within its own limits.

Walk the frontage with the plan
During a viewing, stand at the threshold with the lease plan and any current frontage authorization. Mark the door swing, tables, planters and the clear pedestrian route. Ask the landlord to show the area and dates covered by the document. Photograph the layout with permission so that the arrangement discussed at the viewing can be checked against the papers.
Price the indoor room first
Sketch a normal service using only the indoor tables. Then add the seats whose outside use you can verify. If the second layout is the only one that covers the proposed rent, that difference is a point to settle before signing. The notice supplies no count of premises inspected or evidence of a change in Beirut retail rents.
